Jawaharlal Nehru and his colleagues told the people of Kosi that
embankments were better than the dam ordered by Lord Wavell, Viceroy of
India.Work on Kosi dam was in progress when Nehru stopped it and transferred
the money to Bhakra Nagal and Damodar. Suffering Kosi people were given embankments

It is urged that the total cost of the project in 1951 is Rs. 177
crores, is about half the annual budget of the Govt. of India and is,
therefore, difficult to be managed in these days of financial strain. This
argument is full of fallacies. First,
for the construction of the dam and the barrage Rs. 60 crores only are needed,
remaining Rs. 117 crores will be spent on producing power (1.9 million K.W.)
and providing irrigation facilities (41 lakh acres) which will bring in a very
large revenue to the state. Second, it compares the total cost of the
project distributed over 15 years or so with the annual income of the Govt. of
India and neglects the income that will accrue during the execution of the
project, and will increase progressively. The Kosi project comprises of seven
stages. In fact, if the first and second stages are started simultaneously, the
total annual cost for the first two years will be 2.14 crores and 6.93 crores
which will be contributed by the Govt. of India, Govt. of Bihar & Govt. of
The financial aspect of the project which has been worked out in detail and an abstract of which has been given befow provides for the completion of the project in 15 years. Which is given below. The first four stages are completed in the sixth year. The total revenue from completed four stages in the 7th year of work will be about 5.69 crores. After deducting the amount spent on interest, depreciations, operations, maintenance, audit and account etc., the surplus is more than 2 crores. If we add to this surplus the additional gain of about Rs.63 crores from irrigation and power, the total comes to about Rs.65 crores.
The fifth stage may be taken up in the fifth year of the work and will then be completed in the fifteen year. The sixth stage may be taken up and completed in the eleventh year of the work. After the project is completed in the fifteenth year, there will be complete flood control, thus making about 3.5 lakh acres of land, perennially under water, cultivated and increasing the yield of about 9 lakh acres of flood effected land. Additional gain from flood control and fish culture in the embanked river channels and canals will come to Rs. 25.6 crores. Additional yield from the irrigation of 41 lakh acres of flood free land will come to about 72 crores . Then there will be huge gain from 90,000 K.W.of power generated from the power plant of the first four stages. Total additional gain in the 16th year of the work will thus come to about 98.5crores. Again, net revenue alone from irrigation,power, navigation, recreation facilities at the dam and reservoir and fish culture in reservoir will come to about Rs. 30.5 crore. Taking these two figures together, the total income in the 16th year comes to about Rs. 129 crores.

On the basis of these estimates the net gain from the project upto the 16th year of its work comes to Rs. 1093 crore, that is , about 12% of the total national income of the country as a whole.
If we calculate present market cost ( 1.8 million K.W. Hydroelectric X @1.31/- per uint = Rs.234.8 crores and irrigation of 41 lakh acres land X @70/- = Rs. 28.7 crores).The total revenue Rs. 264.5 crores is earned by the project directly besides fish culture etc. revenue.
Late Dr. Lakshmi Narayan Sinha, world
reputed economist gave me all relevant information about the TVA Pattern Wavell
project in detail. Dr. Sinha had been struggling for the revival of project
right since 1951. Whose first book on economics “Capital & Employment”1964
was quoted by Nobel Laureate Gunnar Myrdal. Who he also gave the theories on
welfare of economics before Amrtya Sen could. World market recession problem
will solve only on the economic theories of Dr. Sinha. He had forecasted that
all countries of the world should have to implement all his economic theories.
